Another nice find but this one im more skeptic of - $3.55billion on something already put in space i cant think of a better way to spend it.

Yes, the Galileo constellation is a mystery: what is its purpose? How is the existent GPS deficient? Or more importantly, how is it deficient enough to justify the expenditure of the Galileo program?
