It so happens that this is something I know a little about. The "heat" of a chili is determined by the proportion of capsaicin, which is the compound that causes the "heat" sensation. There are methods in analytical chemistry for determining the proportion fo capsaicin in a substance. Capsaicin can be bought in various stages of dilution, as a food additive and it is also used globally as an animal repellant. For example, it is used by some gardeners in this country to repel deer by being sprayed in a solution on the borders of their property. Pepper spray is, of course, the same thing.

Andrew is correct.
Capsaicin is what gives peppers their hot flavor.

The heat of a pepper is measured in SCOVILLES.
Pure capsacin is 16,000,000 scovilles, and a habanero pepper is between 100,000 - 450,000 scovilles. This still leaves plenty of room for hotter peppers to be discovered.
