It is a video that shows a baby born with greenish scaly skin, red eyes, and its left foot has 2 black claws instead of 5 toes.

I think that it is Harlequin-type ichthyosis, where the afflicted child is born with not skin, but massive, diamond-shaped scales. As well, the eyes, ears, mouth, and other appendages can be abnormally contracted

Or the effects of depleted uranium. In all honesty I would sadly prefer these to be actual reptilian hybrids than what I suspect they are. If not reptilian babies then they could represent one of the most horrendous war atrocities imaginable.

Afterthought, how can there be a reptilian/mammal hybrid when reptiles lay eggs and mammals have live births?

ComfortablyNumb: good call on Harlequin Ichthyosis on your video. I did an image search and came up with the same. However, it's quite different than the photos at the start.

The photos at the start look like some kind of burn: I'm thinking chemicals or steam, because it looks much too uniform to be fire, in my opinion. That poor little kid. My heart breaks for him.

No, likely that is just a result of early injury or inbreeding. Alien DNA is not involved here. This would be a very good time to have cloning technology. (Cloning does not mean you need to make or grow another person or something, you can inject it into a person and have it replace the person by repairing the DNA and a few other things thus making the person grow correctly all of a sudden.)
