June 29, 2005 Tucson, Arizona - Twelve scientists began working on the Deep Impact project back in 1995 and one has been in charge of making that hole in the comet * without explosives. He is Jay Melosh, Ph.D., Regent's Professor of Planetary Science in the Lunar and Planetary Laboratory at the University of Arizona in Tucson. He was at Cape Canaveral watching the orange fire ball lift Deep Impact up into a clear blue sky with an enormous, rattling roar. At last, nearly ten years of work was becoming real.

Jay Melosh, Ph.D., Regent's Professor of Planetary Science, Lunar and Planetary Laboratory, University of Arizona, Tucson, Arizona: "NASA's Deep Impact is a double spacecraft. There are two pieces to it. One is the 'impactor' that will actually strike the comet and the other is the fly-by instrument that will stand off at a safe distance and film what happens. That first separation takes place about 24 hours in advance. There are four big springs that push the impactor out of where it's docked right now and send it on its way toward the comet.

The entire impactor is on a collision course at that stage and after we separate from the impactor, we do a short burn to make sure that the larger spacecraft with cameras * the 'mother ship' we call it * flies by at a safe distance. In fact, it will get no closer than about 500 kilometers to the comet.

They are both traveling toward the comets at 10 kilometers per second. So, although we pass by the comet, we are still speeding along going by. It's a little like passing an 18-wheeler in a sports car. You come up behind it with the sun behind you, you toss out a snowball and film what happens when the snowball collides with the back of the truck. We'll get about 800 seconds of good observation of the comet after we impact it and then we zoom on by and turn around and do some back imaging. We expect to see some material blasted off the comet lit by the sun, but we won't see the lit surface of the comet any more.

Hole In Comet Made By Kinetic Energy, Not Explosives

WHAT EXACTLY IS IMPACTING THE COMET?

The impactor is a spacecraft that looks a little like a snub-nosed bullet except that it's 3 feet in diameter. It has its own propulsion system and its own imaging system that looks out through the front. We will be taking images as we approach the comet and just before impact. We hope to get the highest resolutions of the comet's surface through that. The fly-by spacecraft (mother ship) won't have the same high degree of resolution as the impactor that actually strikes the surface.

Now, the impactor is constructed with a big copper plate up front and that's our mass that's going to blow the hole in the comet, as well as shielding against dust particles we might encounter on the way in.



Impactor Will Hit Comet At 23,000 MPH

I've been asked by a number of people: Why don't you pack the spacecraft with explosives and blow a big hole that way? In fact, we don't have to do that. The spacecraft is moving so fast, traveling at 23,000 mph, that the amount of kinetic energy for the 820 pound mass of the projectile, that it contains TEN TIMES MORE energy than an equal mass of TNT would contain. We could pack the spacecraft with explosives and it would not add very much at all to the explosion that we plan to make in the comet.

THAT IMPACTOR IS GOING TO STAY ON THAT COMET IN WHATEVER HOLE IT MAKES?

The spacecraft will actually vaporize at that stage. Moving at that speed when it runs into the comet, the kinetic energy will be turned into heat in a couple of milliseconds. We'll essentially make a ball of plasma, superheated gas at a temperature exceeding 10,000 degrees F. And in addition to the spacecraft vaporizing, we plan to vaporize about a thousand pounds of the comet's surface itself. That hot gas expanding out of the crater will give us a great flash we will be imaging even from ground and that flash will tell us what elements are there and the abundances of elements there.

HOW BIG A CRATER DO YOU THINK THAT WILL MAKE ON COMET TEMPEL 1?

We think the crater will be at most about 300 feet in diameter and about 100 feet deep. We were very uncertain about the actual crater size because at present we know nothing about comets. That's what this mission is all about. If the comet surface is dense and strong, we'll make a small crater. If it's fluffy and very weak, we'll make a big crater. We've designed the projectile so it will couple in the maximum amount of energy in either case.

We don't know whether we are impacting solid, frozen ice, or we are impacting snow. We had to make the impactor designed such that it could penetrate and make a big crater in either material. That was quite a challenge in the design which we think we have successfully addressed by making the impactor kind of in two sections. The snub-nosed part of the bullet as I described it is a hemisphere of copper that weighs about 317 pounds and it's 20 inches in diameter.

If we hit a hard comet, that dense slug of material will penetrate deep into it and deposit a lot of the energy of the impactor deep down inside the comet and blow out a big hole. On the other hand, if it is really soft, fluffy stuff like snow or Cornflakes or something like that, what will happen is that the hemisphere by itself would penetrate too deeply. But that's attached to a plate about the shape and size of a manhole cover, also made of copper. In the case of a fluffy comet, that will slow the impactor down in the outer ten feet or so of the surface, but still couple enough energy to blow out a big crater. That's our kind of 2-step design to making a pretty big crater no matter what the comet is made of.



Is This How We Might Deflect A Comet Headed Toward Earth?

IS THE MAIN REASON FOR TRYING TO DO THIS TO SEE IF WE HAD A COMET THAT WAS HEADED TOWARD THE EARTH COULD WE GO OUT AND DEFLECT IT OR DO SOMETHING TO KEEP IT FROM IMPACTING THE EARTH?

The prime reason for the mission is actually scientific. The goal is to find out what is deep inside a comet because that contains records of what was going on in our solar system before the Earth existed as the planets were forming.

As a serendipitous consequence, we will be learning about the mechanical properties of a comet * how strong it is, how dense it is and should we ever have to deflect a comet that is threatening us, these are exactly the kinds of properties we need to know to do an effective deflection scenario.

COULD THIS DEEP IMPACT CHANGE THE COURSE OF TEMPEL 1 IN ANY WAY?

In theory, it changes it in a tiny, tiny amount. But even though the spacecraft sounds pretty big and we're delivering a lot of energy. The comet itself is about 4 to 5 miles in diameter. Just working out the ratio of masses, if you think of the impactor as a mosquito, the comet's mass is equal to the mass of a fully loaded 747. The impactor won't deflect the comet any more than the impact of a mosquito on the windshield of a 747 would deflect it in flight.



Learning What Comet Tempel 1 Is Made Of

WHAT IS IT YOU ARE EXPECTING TO FIND IN THE ANALYSIS OF THAT BRIGHT GLOW WHICH WILL BE AN EVAPORATION OF PART OF THAT COMET?

We would expect mainly to see elements that are present in ices in the interior of the comet. We know from observing many other comets that comets are composed both of ices * and when I say ices, I mean not just water ice, but dry ice, methane ice, ices of many different elements that only exist at much lower temperatures than we are comfortable with on Earth. But also, there is a dust component. You can see that in the tails of comets.

What we anticipate doing by blasting a hole in the comet is exposing the pristine ices that have never been disturbed since the beginning of the solar system and ejecting those into space so we can measure the abundance of the different elements. We will measure those elemental abundances by what is called spectroscopy, that is looking at the wavelengths of light emitted by the glowing plasmas. The different elements each have their own fingerprints of the frequency of light they emit. By looking at the frequencies of light, we determine which elements are there. And by looking at the brightness of each of those spectral bands, we can tell how much of the elements are there.

SINCE THE IMPACTOR IS GOING TO EVAPORATE, HOW DO YOU SEPARATE OUT WHAT IT'S MADE OF FROM WHAT THE COMET'S MADE OF?

Ah, that is a good question.

That's in fact why the impactor is made of copper. Copper is not a very common or important element in understanding the evolution of the solar system, so we chose that element instead of aluminum, for example, because it won't interfere with our measurements of the other elements. We also asked Ball Aerospace, our contractor who built the spacecraft, to do something they've never done before. That was to give us a list of the amount of each different element that is in the spacecraft and we compare that to what we are expecting to find based on meteorites, carbonaceous chondrites, that we believe derive from comets. And we insisted that for a certain suite of critical elements that the abundances in the impactor be less than the amounts we expect to see in the comet. So, we avoid that very problem of swamping the things we are interested in.

WHAT HAPPENS TO THE DEEP IMPACTOR MOTHER SHIP AS IT FLIES BY? WHERE WILL IT END UP GOING AFTER IT HAS PHOTOGRAPHED THE COMET?

There are a couple of things that happen with the flyby spacecraft. The first thing it faces is kind of a dangerous passage. After it images the crater, it passes through the orbital plane of the comet where most of the dust from the comet accumulates. We have to get through that with a live spacecraft. So what we've done is armor one side of the spacecraft and we couldn't afford weight-wise to armor the entire thing. So, we go into what we call shield mode and turn the cameras away from the direction of motion, we turn the shielded side of the spacecraft into the direction of motion. We have shields on one end of the solar panels which are critical and for a period of about 20 minutes, we stay in that shield mode as we pass through this band of dust near the comet. We believe we will survive that. But in case we don't, we will have radioed back as many of the images as we can possibly do * something like 10% of them in real time. The rest will be stored aboard the spacecraft. Assuming that we come out of the shield mode just fine, and we have every reason to think we will, then we will radio the rest of the images back down. We will have most of the data from the passage on the ground within a couple of days of the encounter.

After that, there are some interesting possibilities. If everything goes as we expect, we'll have a healthy spacecraft with plenty of fuel, plenty of power and the highest resolution imaging system that's ever been flown on a spacecraft. There are a number of other comets we could reach in a period of a couple of years. There are some asteroids we could reach and image as well. That's something we can't plan on before the mission because NASA would not allow us to commit resources to the so-called follow on mission. But if we come out as we expect in good health, we will have a number of other targets we could go to. Of course, we won't be able to hit anything again. We only get one shot with an impactor. But we will have a wonderful flyby imaging system that we can make good pictures of a lot of different objects."

On Sunday afternoon (exactly 2:32, June 26th. 05) my family and I were returning home from New Mexico when my husband (who was driving) said my name and pointed to a flash in the clear blue sky. There was a large round silver disc shaped object that was reflecting the sun way way up in the sky. We had just passed the California Agricultrual Check Point, just outside of Bullhead California. when we saw it. We all (including our four kids) watched as the object slowly flipped while in a stationary position, like (and this my sound cheesy but this is the only way that I can describe it) someone rotating a huge metal plate. My kids were excited and saying "Did you see that!!" Both me and my husband said yes at the same time. My husband was glancing back and forth between the road and the object (we really didn't want to get into an accident) when I then looked down at the clock on the dashboard of the car to note the time and place and date in my mind. All I could think was that I was going to go home, get some rest, and then post what I had seen here on this site.

This photo was taken with a hidden camera at Moyie Springs, Northern Idaho. The owner of property noticed foot tracks some weeks earlier and set camera up in tree along path of tracks. This picture was taken from that camera mounted in the tree. It seems that the Bigfoot took a bite of the red fir tree bark. In the original that I have you can clearly see a piece of bark in the air. I circled the bark in the photo.

This is the only close up photo of Bigfoot that I have ever seen. Very large body and face. The original shows the face and teeth in great detail. Very large mouth and teeth. Not sure of the date. I was told a few years ago. There have been many sighting of Bigfoot in the Northern Idaho area near the Canadian border. Very rugged landscape with many mountains.

I find it really interesting, and was wondering if there was anyone who studied law who could tell me weither this law infact does exist, or is a figmant of the writer's creative imagination.

If by way, such a law does exisit it would explain NASA's past quarantine of astrounouts.

EXTRA-TERRESTRIAL EXPOSURE LAW


Already Passed by Congress On October 5, 1982, Dr. Brain T. Clifford of the Pentagon announced at a press conference ("The Star", New York, Oct. 5, 1982) that contact between U.S. citizens and extra-terrestrials or their vehicles is strictly illegal.


According to a law already on the books: (Title 14, Section 1211 of the Code of Federal Regulations, adopted on July 16, 1969, before the Apollo moon shots), anyone guilty of such contact automatically becomes a wanted criminal to be jailed for one year and fined $5,000. The NASA administrator is empowered to determine with or without a hearing that a person or object has been "extraterrestrially exposed" and impose an indeterminate quarantine under armed guard, which could not be broken even by court order.


There is no limit placed on the number of individuals who could thus be arbitrarily quarantined.


The definition of "extraterrestrial exposure" is left entirely up to NASA administrator, who is thus endowed with total dictatorial power to be exercised at his slightest caprice, which is completely contrary to the Constitution.


According to Dr. Clifford, whose commanding officers have been assuring the public for the last 39 years that UFO's are nothing more than hoaxes and delusions to be dismissed with a condescending smile: "This is really no joke, it's a very serious matter." This legislation was buried in the 1,211th subsection of the 14th section of a batch of regulations very few members of government probably bothered to read in its entirety, the proverbial needle in the haystack, and was slipped onto the books without public debate.


Thus from one day to the next we learn that, without having informed the public, in its infinite wisdom, the government of the United States has created a whole new criminal class: UFO contactees.


The lame excuse offered by NASA as a sugar coating for this bitter pill is that extra-terrestrials might have a virus that could wipe out the human race. This is certainly one of the many possibilities inherent is such contact, but just as certainly not the only one , and in itself not a valid reason to make all contact illegal or to declare contactees criminals to be jailed and fined immediately.


It appears the primary effect of such a law would not be to prevent contact, it would be to silence witnesses. If enforced, the law would prevent publication of contactee reports except under cover of anonymity, and unleash a modern inquisition in the Land of the Free. However, it is unenforceable, so obviously absurd and unfair that the public will refuse to accept it. The citizens of the United States will greet it with a resounding Bronx cheer and laugh it out of court, forcing it to be repealed.


It should be replaced by clearly worded legislation, not open to interpretation in a multitude of different ways, humanely relevant to the contingency of E.T. contact, debated and passed by Congress openly instead of slipped through "under the table" without the public being informed.


According to NASA spokesman Fletcher Reel, the law as it stands is not immediately applicable, but in case of need could quickly be made applicable. What this means is that it is ambiguously worded, so that it can be interpreted either one way or the other, as the government desires.


It is certainly not a coincidence that Dr. Clifford held his press conference during the period when the popularity of the film E.T. was at its peak. As E.T. portrayed a type of extraterrestrial that was benevolent and lovable, the inference is that the press conference was intended to discourage attempts to communicate or fraternize with UFO occupants. However, instead of having the intended effect, it backfired, causing public furor. There may be some relationship between this fiasco and the next semi-officially endorsed attempt to deal with the subject of extra-terrestrials, the TV film V, which was featured with repeat performances and maximum publicity by major networks worldwide. The aliens portrayed in V are the most horrifying and repulsive nightmares imaginable, who are defeated thanks largely to a CIA hit man specializing in covert operations, the tough guy with the heart of gold who with the aid of the handsome hero saves the human race. This is obvious and transparent propaganda, designed to do what the government's widespread use of dis-information, and Dr. Clifford's press conference about the absurd lemon of a law already on the books failed to do: squelch attempts to communicate or fraternize with UFO occupants.


One way to avoid widespread panic at the announcement of the news that we are under surveillance by nonhuman intelligent beings with a technology far more sophisticated than our own is to point out that this situation is nothing new, but has literally been going on for millennia.


If the "flying dragons" mentioned in the I Ching intended to attack and destroy us, they could easily have carried out this objective long ago. Along with this article, the text of the E.T. Law will be presented. However, there are several points that I wish to make:


1211.101 Applicability. The provisions of this part apply to all NASA manned and unmanned space missions...


I could dismiss this whole controversy as a tempest in a teacup if the above passage contained the word "only", so as to read: "The provisions of this part apply only to all NASA manned and unmanned space missions..." However, it does not contain that one little word which would have made such a big difference. If the government was suddenly faced with the accomplished fact of an undeniable overt E.T. visitation, this regulation could therefore, be construed as being applicable to all space missions, NASA or non NASA, whether of terrestrial or extra-terrestrial origin. As it stands, this law is applicable to UFO contact. The meaning would have to be stretched, but the built-in loophole does exist.

In my opinion, it is vital that we challenge the validity of his law, for if it is allowed to stand unchallenged, UFO contactees and researchers may all meet behind barbed wire and armed guards somewhere in Alaska. I strongly urge everyone who reads the E.T. Law, Title 14, Section 1211 of the Code of Federal Regulations (at the end of this article), to clip it out, and send it on to your congressman, with a demand penciled in, to repeal this absurd and potentially lethal law. We must use reason, and transcend fear in order to make this planet a place where all may live in peace and harmony, as One.

1211.100 Title 14 Aeronautics and Space

Part 1211 Extra-terrestrial Exposure

1211.100 Scope


This part establishes: (a) NASA policy, responsibility and authority to guard the Earth against any harmful contamination or adverse changes in its environment resulting from personnel, spacecraft and other property returning to the Earth after landing on or coming within the atmospheric envelope of a celestial body; and (cool.gif security requirements, restrictions and safeguards that are necessary in the interest of national security.


1211.101 - Applicability The provisions of this part to all NASA manned and unmanned space missions which land or come within the atmospheric envelope of a celestial body and return to the Earth.


1211.102 - Definitions (a) "NASA" and the "Administrator" mean, respectively the National Aeronautics and Space Administration and the administrator of the National Aeronautics and Space Administration or his authorized representative.


(cool.gif "Extra-terrestrially exposed" means the state of condition of any person, property, animal or other form of life or matter whatever, who or which has:


(1) Touched directly or come within the atmospheric envelope or any other celestial body; or


(2) Touched directly or been in close proximity to (or been exposed indirectly to ) any person, property, animal or other form of life or matter who or which has been extra-terrestrially exposed by virtue of paragraph (cool.gif(1) of this section.


For example, if person or thing "A" touches the surface of the Moon, and on "A's" return to Earth, "B" touches "A" and, subsequently, "C" touches "B", all of these - "A" through "C" inclusive - would be extra-terrestrially exposed ("A" and "B" directly; "C" indirectly).


© "Quarantine" means the detention, examination and decontamination of any persons, property, animal or other form of life or matter whatever that is extra-terrestrially exposed, and includes the apprehension or seizure of such person, property, animal or other form of life or matter whatever.


(d) "Quarantine period" means a period of consecutive calendar days as may be established in accordance with 1211.104 (a).


(a) Administrative actions. The Administrator or his designee..shall in his discretion:


(1) Determine the beginning and duration of a quarantine period with respect to any space mission; the quarantine period as it applies to various life forms will be announced.


(2) Designate in writing quarantine officers to exercise quarantine authority.


(3) Determine that a particular person, property, animal, or other form of life or matter whatever is extra- terrestrially exposed and quarantine such person, property, animal, or other form of life or matter whatever. The quarantine may be based only on a determination, with or without the benefit of a hearing, that there is probable cause to believe that such person, property, animal or other form of life or matter whatever is extra- terrestrially exposed.


(4) Determine within the United States or within vessels or vehicles of the United States the place, boundaries, and rules of operation of necessary quarantine stations.


(5) Provide for guard services by contract or otherwise, as many be necessary, to maintain security and inviolability of quarantine stations and quarantined persons, property, animals or other form of life or matter whatever.


(6) Provide for the subsistence, health and welfare of persons quarantined under the provisions of this part.


(7) Hold such hearings at such times, in such manner and for such purposes as may be desirable or necessary under this part, including hearings for the purpose of creating a record for use in making any determination under this part for the purpose of reviewing any such determination.


(cool.gif (3) During any period of announced quarantine, no person shall enter or depart from the limits of the quarantine station without permission of the cognizant NASA officer. During such period, the posted perimeter of a quarantine station shall be secured by armed guard.


(cool.gif (4) Any person who enters the limits of any quarantine station during the quarantine period shall be deemed to have consented to the quarantine of his person if it is determined that he is or has become extra-terrestrially exposed.


(cool.gif (5) At the earliest practicable time, each person who is quarantined by NASA shall be given a reasonable opportunity to communicate by telephone with legal counsel or other persons of his choice.


1211.107 Court or other process (a) NASA officers and employees are prohibited from discharging from the limits of a quarantine station any quarantined person, property, animal or other form of life or matter whatever during order or other request, order or demand an announced quarantine period in compliance with a subpoena, show cause or any court or other authority without the prior approval of the General Counsel and the Administrator.


(cool.gif Where approval to discharge a quarantined person, property, animal or other form of life or matter whatever in compliance with such a request, order or demand of any court or other authority is not given, the person to whom it is directed shall, if possible, appear in court or before the other authority and respectfully state his inability to comply, relying for his action on this 1211.107.


1211.108 Violations Whoever willfully violates, attempts to violate, or conspires to violate any provision of this part or any regulation or order issued under this part or who enters or departs from the limits of a quarantine station in disregard of the quarantine rules or regulations or without permission of the NASA quarantine officer shall be fined not more that $5,000 or imprisoned not more than 1 year, or both.


Write or call your congressman and tell him you want this law taken off the books.

Like I said I find this 'law' interesting, but I doubt that I am going to be writing anyone to tell them my opinion. The 'law' was supposidly slipped onto the books on October 5, 1982. If that is the case that it was very tricky and sneaky action for the government to take. Although, in a small way, it would be proof that the government & NASA are acknowledging something (Alien beings) that, as they have said in the past, may possibly exist out there in the universe.

There is a sign in Henryco Park in Morgan Hill, California. that states:
"Any contact or exposure with extratrrestrial beings will result in a fine of up to 5,000 dollars or one year in jail."

My husband and a friend of his saw this sign while hiking about 10 years ago. It's interesting to me that the fine and the jail term are the same as the one in the Extra-Terrestrial Exposure Law.
Other then my husband and his friend seeing the sign at Henryco Park, I am trying not to assume that the above law is Fact...at least not until I can get deffenate proof. biggrin.gif

What are you thoughts on this? Is there anyone who studies law, that could perhaps, tell me if there really is an Extra-Trrestrial Exposure Law???
