Thats quite a conclusion you leap to about HAARP.
The discussion was about what people might be working on to accomplish as a hypothetical.
That people are doing research into every possible weapons idea they can imagine, and that is very much a reality.
It was not a statement by any science team about what of those scenerios was even feasable.
At this time we have no evidence that science can modify weather for use as weapons.
Or that they can control earthquakes, volcanos, or any other earth processes.
It was a recognition that there are many groups who would certainly like to.
Nor was HARRP mentioned in any of it.
Let your imagination run away with you as you wish.
We would like to just be be able to even predict earthquakes.
Unfortunately, we cannot.
Controlling or causing them is not feasable at this time.
I am sure that at some point technology might get that powerful.
But it is certainly not possible now.
However ecological terrorisim is possible and we have an example of it.
When Iraq was forced out of Kuwait Hussain ordered his retreating armies to set all of Kuwaits oil wells on fire.
They did and it was an ecological disaster.
Whatever works, use it.
A good idea stands on its own value independent of authorship.
If it stands or falls on the credibility of the author, maybe it isn't such a good idea.
