This is mostly directed toward conspiracy believers. Is the buyout giving our government more power to control?

Since the GOP refused it's first incarnation, and they're against Big Gov't; I'd say yes. The GOP wants more localized control, where the DNC would prefer a systemic approach from a centralized location.

They, the GOP, almost unanimously among the party lines rejected the plan. Then the second iteration was passed with allowable tolerances.

It will be interesting to see how far reaching the Rights of Acclimation will approach, were these peoples in financial presses may be 'strongly' encouraged to move elsewhere. So that grouping will be more easily within the scopes of "refinement".
I see it. Locally, stammering fools abound. And, are in fact, attracted to the area. So, it's doable...
