No one is getting reported just for coffee. This merely means that people who go out of their way to pay with cash instead of credit are being shady and avoiding the massive tracking grid. When doing this that means they have something to hide. This is more or less a notice that if someone tries to buy everything in cash and looks shady you should report it because they may commit a terrorist act or hiding something.

If signed into law by by President Obama — which is expected to happen--the legislation would not permit but require widespread deployment of unmanned aircraft throughout the national airspace system by 2015, with some major deployments mandated even sooner. Very small UAS would be allowed access in as little as 90 days, and models as large as 55 pounds would be granted access in just 27 months. The law sets a deadline of all UAS being integrated into the NAS in just over three years (by Sept. 30, 2015).

Authorities came here, in TN, asking the one of the stock pile churches, for the list of names of customers, who purchased emergency food supplies. The church refused, simply because they do not keep such records, as most are in cash. The agents requested credit card slips. Once again, they were denied.
As of yet, they left unhappy and empty handed. The church is refusing to comply.
For the record, they are selling the very supplies FEMA's own website, is recommending you stock pile.
Talk about job security.

Bank of America Lakeport, Ca. I attempted to make a cash payment on our mortgage, the manager refused to take the cash saying it was against bank policy.

My internet is slow today so I can't post a link but I recall a news story not too long ago that detailed some law enforcement departments in Texas purchasing spy drones to use for locating pot crops and other nafarious activities. The reporter tried to get close to where the drone had landed and he was stopped and told to leave. So...it's basically already happening on a state level in some areas.
