The rule of Kings and Queens over the worlds most powerful countries was drawing to a close before ww1.
For France it ended with the Napolianic Wars.
For Russia it ended with the death of the last Czar.
The royal famalies were once the power brokers of the world, but that was no secret.
Shadow governments.
Every modern world government has one.
They have to.
Presidents come and go.
Four to eight years and they are replaced.
There are projects governments undertake that last decades.
Legal structures have to continue.
People get tired of the guy who is in charge.
During the perod of Royal rulers, overthrow a king and chaos resulted until a new King established his rule.
Elections are a peaceful overthrow of rulers.
A way for the business of government to continue while leaders were replaced.
For the government to continue with business as usual while leaders are replaced requires a self sustaining entity.
The Kings or Queens were the law.
Presidents and Prime Ministers are subject to the law.
As such, the law continues no matter who is in charge.
It is run by Justices of the supreme court, attourney generals, Federal Judges, and heads of enforcement agencies.
The president appoints his cabinet, but the department continues no matter who is the appointed boss.
So there is a shadow government in place in all modern government systems.
It is run by people put in place by appointment.
They come and go, just like presidents, but their departments continue.
Revolutions and overthrow of Royalty was catastrophic for businesses and economies.
A self perpetuating legal structure of government allows business and economies to continue when leaders are tossed.
There is a shadow government, and every country that does not have one goes through the hell Libya is undergoing right now when leaders get tossed.
If you like anarchy and chaos, then I guess the shadow government is a problem for you.
If you like law and order and a bill of rights, the shadow government is required.
